Operation Papyrus is the fruit of multiple years of ground work, and is a pragmatic, all-around and innovative solution to resolving the personal and professional situation of foreign nationals without work permits. The system is also contributing to reinforcing our action against unregistered labor. I am proud to have made my contribution to the regularization of the status of foreign nationals and their full integration into our urban community.
