Under my backing, from February 2017 to December 2018, Geneva extended the opportunity to “clandestine” foreign nationals who were well-integrated into our society and who had been resident for longer than 10 years to regularize their situation. It was an opportunity to acquire papers and a new life, which cultivated hope, but also sparked anxiety and distrust. Screened in worldwide exclusivity on March 11, 2018, under auspices of the 17th International Film Festival and Forum on Human Rights (FIFDH), a documentary by RTS gave voice – for the first time – to associations, unions, employers, politicians and (obviously) to clandestine foreign nationals to tell a previously-unrecounted human story.

As the magistrate at the origin of Operation Papyrus, I was invited by FIFDH to talk about the birth of a project that was politically controversial at national level, but of which the final success exceeded all expectations.
