Strengthening economic promotion

The deletion of a superfluous hierarchical level and the linking of the former department of economic promotion (renamed since DGDRI) directly to the general secretariat of the DSE allowed me to get directly involved in the economic promotion of our canton. The result is new businesses on our territory, thousands of jobs created and better prosperity for our canton.
